
Born in Suşehri, Sivas province, in 1968, he graduated from Marmara University Faculty of Theology in 1992. He completed his master's degree at the School of Law of Oriental and African Studies (SOAS) at the University of London in 1996. He earned his doctorate with a thesis titled "Early Development of Hanafi Usul al-fiqh (Legal Theory)" at the Department of Middle Eastern Studies the at the University of Manchester under the supervision of Prof. Norman Calder in 1999. Awarded the title of associate professor in 2005, he was later appointed as a professor in 2011.
He commenced his academic career as a research assistant at Sakarya University Faculty of Theology in 1993 and pursued postgraduate studies in the United Kingdom from 1994 to 1999. Upon his return, he continued his academic endeavors as a faculty member at Sakarya Faculty of Theology. Engaging in research within his field, he conducted studies in Syria (2002-2003) and served as a visiting professor at Harvard Law School (2007-2008). After years of dedicated service at Sakarya University, he joined Istanbul University Faculty of Theology in 2011, subsequently assuming the role of dean from 2013 to 2020. Elected as the Turkey representative of the International Fiqh Academy affiliated with the Organization of Islamic Cooperation (OIC) in 2015, he also served as a member of the Board of Religious Affairs High Council of Religious Affairs (2015-2020). In the years 2022-2023, he took on the position of director at the Institute of Islamic Studies at Istanbul University and was elected as a member of the Council of Higher Education in 2022. Following his retirement from Istanbul University in 2023, he joined Istanbul 29 May University to further pursue his academic endeavors.As of September 30, 2022, he continues to hold the position of President at the Turkey Diyanet Foundation (TDV) Center for Islamic Studies (İSAM).
His scholarly and academic studies have centered around the field of Islamic jurisprudence (fiqh) and usul al-fiqh, with a specific emphasis on Hanafi jurisprudence. He has produced a number of original and translated works, authored book chapters, articles, and contributed entries to different encyclopedias.
Some of his principal works include Fıkıh, Mezhep ve Sünnet (Istanbul 2004, 2017), İslâm’ın Yolu: Sünnet (Istanbul 2006, 2022), Buhara Hukuk Okulu (Istanbul 2014, 2019), and Ebu Hanife: Entelektüel Bir Biyografi (Ankara 2018). He has also translated works such as Şeriattan Kanuna: Ebussuud ve Osmanlı’da İslami Hukuk (by Colin Imber, Istanbul 2004), İslam Tarih Metodolojisi: Bir Sosyal Tarih Uygulaması (co-translator: Fuat Aydın, by R. Stephen Humphreys, Istanbul 2004), and Stemmatik: Tenkitli Metin Neşrinde Soy-Ağacı Yaklaşımı (by Paul Maas et al., Istanbul 2011). Additionally, he has served as an editor for the works such as Osmanlı’da İlm-i Fıkıh (ed. Mürteza Bedir, Necmettin Kızılkaya, Hüseyin Sağlam, Istanbul 2017), Modernleşme Protestanlaşma ve Selefîleşme (ed. Mürteza Bedir, Necmettin Kızılkaya, Merve Özaykal, Istanbul 2019), and Fıkıh ve Biyoetik (ed. M. İhsan Kahraman, Hakan Ertin, and Mürteza Bedir).
